A technical inspection in Jujan allows for an analysis of conditions related to flooding issues

As part of the inter-institutional cooperation agreement between the Escuela Superior Politécnica del Litoral (ESPOL) and the Municipal Administrative District (GAD) of the Alfredo Baquerizo Moreno (Jujan) canton, field technical inspection visits were conducted on March 9 and 18, 2026. Conducting technical field surveys to identify hydraulic, land, and road conditions associated with flooding issues in the Jujan canton, in order to obtain baseline information to support the development of diagnostic studies and technical proposals.

Conduct of the Activity

The inspection provided insight into the actual conditions affecting the stormwater infrastructure and populated areas of the canton. During the fieldwork, technical activities were carried out to gather information on-site, such as assessing the river’s behavior and flood-prone areas, inspecting roads affected by flooding, observing measures implemented by the community—such as retaining walls—and conducting river surveys to determine the extent of the affected area. Additionally, interactions were held with local stakeholders to identify critical points, and a visit was made to the pumping station, which allowed for the collection of relevant information on territorial dynamics and conditions associated with flood events. The observations reveal a high degree of interaction between the river system and the urban environment, as well as the vulnerability of inhabited and productive areas to flooding from the Los Amarillos and Chilintomo rivers, which merge to form the Jujan River. Conditions of soil saturation, disruption of access routes, and the presence of temporary solutions were identified.

Participation

Representatives from the Jujan Municipal GAD participated in the event, including Mayor Ángela Francisca Herrera Méndez; Deputy Attorney General Juliana Rosalía Crespo Acosta, the agreement administrator; and engineers Luis Tunja and Freddy Hernández from the Public Works Department.

Also participating were professionals from the academic and technical fields, including engineers Daniel Falquez and Jordan Aguilar from the Geotechnical Laboratory; engineer Bethy Merchán, a professor of Sanitary Engineering; engineer Guillermo Muñoz, a professor of Structures; engineer Carola Gordillo, the agreement administrator; and engineer Manuel Gómez de la Torre from the University of Guayaquil.
